A white stick over the face, pressed in with a sponge rather than dragged. One thin, even layer. Thick white cracks when you smile, and a clown who cannot smile is a waste of a clown.
Set it with translucent powder and a puff. Press, do not sweep.
This is where funny and feral part ways.
Friendly: a smooth red curve well outside your natural lip line, ends turned up, edges clean. Symmetrical.
Frightening: the same curve, but let the edges go ragged, extend the corners further than is comfortable, and stripe the inside like teeth. Asymmetry is what makes it wrong.
Use the #4 round brush for the outline and fill behind it.
Friendly clowns get a bright triangle or diamond above and below the eye, in a strong colour, with a clean edge. Sinister clowns get the same shape smudged, plus black hollowed into the socket so the eye sinks back.
The red nose does more work than anything else on the face, because it is instantly readable at a distance. The bow tie finishes the costume without you having to source one.

Red pigment can leave a faint tint on lips and very dry skin for an hour or two. A cleansing balm lifts it faster than water.
Warm water and a flannel for the paint, and micellar water or a cleansing balm for the white stick, which is the most stubborn part.
